I was notified by my insurance agent that her phone is disconnected and all correspondence sent to her stated address has been returned, so the case is being closed with legal option to reopen within 2 years

The pedestrian, listed on the LAPD form as Samantha Utal, is attempting fraud by staging an injury that may have been caused by herself purposely banging her arm on the ledge of my right window on purpose vs an accidental collision... that as an extremely safe driver, I believe I would have definitely heard or felt at least something instead of the unexpected bang and expletive cursing at my right passenger window by a girl with her arm raised as my head was previously turned to the left while my car was still stopped waiting for oncoming traffic to pass so I could turn right...
I believe this circumstance to be suspicious as a result of her immediate requests for money in the presence of 3 guys appearing to be homeless transients smelling like marijuana who just happened to also just immediately appear from nearby bushes when she asked them... "you saw her run over me right ?" ...the responses I heard were..."what do you want me to say ?"..."just tell her you won't call the police if she gives you money"... "sometimes they would rather pay than have an accident on their record"
Then, as I encouraged her to call 911 while I could park out of the red zone... instead of 911 she apparently called someone else...who spoke loudly enough for me to hear accusations of her most likely making up a story and her response was "I'm NOT lying" over and over again in an escalated rage...which caused concern for my safety so I rolled up my windows and motioned to her and the 3 guys that I was going to park more safely at the liquor store entrance around the corner where I called 911
As I was waiting for emergency response to arrive she continued to announce to everyone she was calling on the phone and everyone entering and leaving the liquor store that she had been run over by "this (blankity blank blank) lady" and each time she described to the next person, her described injuries began to get more exaggerated from at first only asking me for money so she could relieve the wrist pain...to finally after each time relaying the story she continued to add more extensive complaints... until her last description that I heard stated she had been entirely ran over and also had a broken hip, leg ankle and foot ...during this wait one of th
I asked the officer that took my report to please request that she be submitted to a substance abuse test for consideration because of my suspicions and he said that he would definitely arrange by contacting the other officer who had taken her report and would be accompanying her to a medical facility
When I arrived home before midnight I called the LAPD to confirm that my request had been relayed
but officer Jacobs who answered the phone was unable to confirm that the substance abuse test had been performed
and stated that Officer Yoon was the officer who had accompanied her and most likely would be sure to request the test since he had been specifically called to the incident as a substance abuse specialist
